The city is bankrupt so it privatizes its failing transit system. A bizarre new workforce of silent, smiling clowns quickly prove far more dangerous than they appear.

As "accidents" turn into massacres and entire routes become killing grounds, veteran bus driver Ray Mercer, one of the last laid-off operators, begins to uncover the truth: the clowns aren’t just cutting costs, they’re systematically dismantling the city through chaos and bloodshed.

With the transit system spiraling into a rolling nightmare and officials refusing to act, Ray teams up with a small group of survivors to fight back, navigating hijacked buses and booby-trapped depots in a desperate attempt to stop the carnage before the entire city reaches the end of the line.
